What if I have no budget?

If you do not yet have a budget, you still have several options. Your first option is to establish your own measurement program and hire interns or volunteers to execute the work while you oversee the logistics and the planning. Secondly, you can lean on someone else's program by carefully reviewing published results and reading up on white papers detailing success stories.
